Narrative:

The center cleared us direct to martin state airport. The PNF repeated the clearance and programmed the FMS. The next clearance was to cross 15 mi west of martinsburg at 15000 ft. The clearance was repeated back. The PNF programmed the FMS to cross 15 mi of martin state at 15000 ft. About 7-8 mins later I questioned the PNF. Was it to cross martin state or martinsburg at 15000 ft. I had the PNF ask the controller on 133.67 which one it was. At that time we were told martinsburg. We told the controller that we made a mistake and were starting down. We told him (the controller) that we were not going to cross 15 mi west of martin state at 15000 ft. Corrective actions: started down from FL250. Power was at idle and full airbrake. We were descending at 4200 FPM. The center controller gave a heading of 030 degrees and then 360 degrees. Then the controller told us to level at 21000 ft. We were at FL214 and descending at 4200 FPM. The PNF acknowledged the leveloff but told center we would go below FL210. I arrested the descent at FL204 and started a climb back up to FL210. According to our TCASII the plane never was closer than 5 mi 500 ft. Martinsburg and martin state sound alike. Being cleared to martin state then being reclred to mrb was difficult and caused confusion in the cockpit. ATC should have monitored our altitude as a double-check and when we asked he should have given us a new clearance. However there did need to be more crew coordination.

THE CLRNC WAS REPEATED BACK. THE PNF PROGRAMMED THE FMS TO CROSS 15 MI OF MARTIN STATE AT 15000 FT. ABOUT 7-8 MINS LATER I QUESTIONED THE PNF. WAS IT TO CROSS MARTIN STATE OR MARTINSBURG AT 15000 FT. I HAD THE PNF ASK THE CTLR ON 133.67 WHICH ONE IT WAS. AT THAT TIME WE WERE TOLD MARTINSBURG. WE TOLD THE CTLR THAT WE MADE A MISTAKE AND WERE STARTING DOWN. ACCORDING TO OUR TCASII THE PLANE NEVER WAS CLOSER THAN 5 MI 500 FT. MARTINSBURG AND MARTIN STATE SOUND ALIKE. BEING CLRED TO MARTIN STATE THEN BEING RECLRED TO MRB WAS DIFFICULT AND CAUSED CONFUSION IN THE COCKPIT. ATC SHOULD HAVE MONITORED OUR ALT AS A DOUBLE-CHK AND WHEN WE ASKED HE SHOULD HAVE GIVEN US A NEW CLRNC. HOWEVER THERE DID NEED TO BE MORE CREW COORD.
