Narrative:

Encountered severe turbulence at FL310 upon entering holding at paleo intersection. Had advised passenger and flight attendants to take seats due to reported moderate turbulence at lower altitudes. Seat belt sign was off with the intent to turn it on upon initiation of descent. Turbulence was encountered with +/- 20-30 KTS, +/- 250-300 ft and 45 degree bank. Was able to turn seat belt sign on once aircraft was stabilized. All passenger and flight attendants were seated at time of turbulence. Advised center of deviations in altitude, but might have deviated from altitude limits. Was able to climb out of turbulence and proceeded to lga normally. Situation passenger down with seat belt sign and follow up with PA! Supplemental information from acn 388593: aircraft was difficult to control. On request with ZNY to leave area due to 'severe turbulence' we were told to 'stand by' on more than 1 instance. Finally clearance to climb was received to FL330. Roll, pitch, airspeed, yaw were all difficult to maintain. Other aircraft reported the same turbulence.

Title: AN MD88 GETS INTO SEVERE TURB WHILE IN A HOLDING PATTERN NEAR BAL, MD. AFTER SOME DELAY ATC FINALLY ASSIGNS A HIGHER ALT AND RELEASES FLT TO DEST ARPT.

WAS ABLE TO CLB OUT OF TURB AND PROCEEDED TO LGA NORMALLY. SIT PAX DOWN WITH SEAT BELT SIGN AND FOLLOW UP WITH PA! SUPPLEMENTAL INFO FROM ACN 388593: ACFT WAS DIFFICULT TO CTL. ON REQUEST WITH ZNY TO LEAVE AREA DUE TO 'SEVERE TURB' WE WERE TOLD TO 'STAND BY' ON MORE THAN 1 INSTANCE. FINALLY CLRNC TO CLB WAS RECEIVED TO FL330. ROLL, PITCH, AIRSPD, YAW WERE ALL DIFFICULT TO MAINTAIN. OTHER ACFT RPTED THE SAME TURB.
