Narrative:

An IFR departure off of runway 32 at anc airport came within 3 mi and less than 1000 ft of an unauthorized C180 SVFR, inbound to lake hood seaplane base. I notified the on duty supervisor who took no action, which is contrary to FAA order 7210.3 facility operation handbook. A misinterp of anc order 7210.1 appears to be used by the north radar/north handoff controller. This paragraph requires a specific approval of the anc ATCT local controller to authority/authorized a SVFR arrival aircraft to operate in lake hood delta surface area. None was given for the C180.

I NOTIFIED THE ON DUTY SUPVR WHO TOOK NO ACTION, WHICH IS CONTRARY TO FAA ORDER 7210.3 FACILITY OP HANDBOOK. A MISINTERP OF ANC ORDER 7210.1 APPEARS TO BE USED BY THE N RADAR/N HDOF CTLR.
