Narrative:

On tipptoe approach to runway 28L, told to keep speed at 210 KTS. He slowed DC10 to 180 KTS. DC10 was ahead of us. Controller wanted us to pass the DC10 on closely spaced finals. We could not catch up to the DC10. Did not receive visual separation clearance until 1 mi in trail of DC10. He should have vectored us 5 mi in trail. We did not have legal wake turbulence separation.
