Narrative:

Aircraft was parked close behind another aircraft in a crowded ramp area permitting only a pivoting right turn to exit. With a marshaller (approximately 2 O'clock position off the nose) signaling a right turn, and a wing walker (between left wingtip and tail of obstacle aircraft) indicating clearance was available, the left wingtip struck the tail of the obstacle aircraft. Contributing factors include: the flight crew's inability to determine exact distance of clearance from the cockpit, the perception of both the flight crew and the ground personnel that the turn could be made, and the inaction of the ground personnel to stop the operation.

Title: A JETSTREAM 3200 BEING GUIDED IN A TURN STRUCK ANOTHER ACFT INCURRING DAMAGE TO THE L WINGTIP AND DAMAGING THE TAIL OF THE PARKED ACFT.

Narrative: ACFT WAS PARKED CLOSE BEHIND ANOTHER ACFT IN A CROWDED RAMP AREA PERMITTING ONLY A PIVOTING R TURN TO EXIT. WITH A MARSHALLER (APPROX 2 O'CLOCK POS OFF THE NOSE) SIGNALING A R TURN, AND A WING WALKER (BTWN L WINGTIP AND TAIL OF OBSTACLE ACFT) INDICATING CLRNC WAS AVAILABLE, THE L WINGTIP STRUCK THE TAIL OF THE OBSTACLE ACFT. CONTRIBUTING FACTORS INCLUDE: THE FLC'S INABILITY TO DETERMINE EXACT DISTANCE OF CLRNC FROM THE COCKPIT, THE PERCEPTION OF BOTH THE FLC AND THE GND PERSONNEL THAT THE TURN COULD BE MADE, AND THE INACTION OF THE GND PERSONNEL TO STOP THE OP.
