Narrative:

I was in the pattern of oceanside airport practicing takeoffs and lndgs on runway 24. I called out crosswind, downwind, base and final. As I was coming out of my final turn for runway 24 I observed a mooney on final about 500-1000 ft in front of me and 100-200 ft below. Oceanside has a noise abatement policy and straight-INS are prohibited. I heard no aircraft report a straight-in approach. I was forced to do a go around. I called the mooney that was now on the runway as I climbed out for the go around I asked 'where did you come from?' and the unicom operator called the mooney to find out what happened. The mooney did not reply to either requests. I came around, landed, tied down and confronted the mooney pilot that was now back in his aircraft and ready to depart. I asked him if he flew a straight-in approach, he said yes. Asked if he announced his intentions, he thought he did. Asked if he heard my transmission in the pattern, no. Did he see my aircraft, no. In my view the mooney pilot: a) descended to do a straight-in approach, did not transmit his intentions or position on unicom, saw my aircraft on base, knew he could get ahead of me on final, knew it would force me to do a go around, did not care. Or B) did not transmit intention or position, did not see me, ignored my radio requests, did not care. I don't know what can be done other than the FAA contacting the pilot of the mooney about the incident and require additional training requiring operations at a non-controled field.

AS I WAS COMING OUT OF MY FINAL TURN FOR RWY 24 I OBSERVED A MOONEY ON FINAL ABOUT 500-1000 FT IN FRONT OF ME AND 100-200 FT BELOW. IN MY VIEW THE MOONEY PLT: A) DSNDED TO DO A STRAIGHT-IN APCH, DID NOT XMIT HIS INTENTIONS OR POS ON UNICOM, SAW MY ACFT ON BASE, KNEW HE COULD GET AHEAD OF ME ON FINAL, KNEW IT WOULD FORCE ME TO DO A GAR, DID NOT CARE. OR B) DID NOT XMIT INTENTION OR POS, DID NOT SEE ME, IGNORED MY RADIO REQUESTS, DID NOT CARE. I DON'T KNOW WHAT CAN BE DONE OTHER THAN THE FAA CONTACTING THE PLT OF THE MOONEY ABOUT THE INCIDENT AND REQUIRE ADDITIONAL TRAINING REQUIRING OPS AT A NON-CTLED FIELD.
