Narrative:

Slc bearr arrival, after ogd VOR cleared heading 130 degrees to intercept runway 17 localizer, cleared visual approach to runway 17. Outside of tiful intersection slowed to 170 KTS, cleared to tower frequency, cleared to land runway 17. Tower asked if we had runway 16L in sight, affirmative. Cleared to land runway 16L. At approximately 7 NM out, turned towards runway 16L and my TCASII warning showed an aircraft at 3 O'clock position very close. Received a climb resolution. The 3 O'clock position traffic (cessna) was visual, slightly high. I elected to return towards runway 17 and requested landing clearance. I then saw a light airplane on short left base turning to final to runway 17, below and ahead of us. I elected to go around and stated our decision on the frequency. Received no reply from tower for some time after receiving clearance to land on runway 16L. However, I did hear tower talking to other aircraft. After executing the go around, tower gave us directions of runway heading and 8000 ft. Supplemental information from acn 387115: air carrier X was cleared for approach to runway 17 at slc. Cleared to slow to 170 KTS and contact tower about 12 mi out. Tower controller asked us if we could see runway 16L. We answered affirmative, he cleared us to land on runway 16L. As we were sliding over to the extended centerline of runway 16L, a cessna citation was directly abeam us, apparently also lined up for a runway 16L approach. While trying to clarify the situation, we were parallel to the cessna and received a TCASII RA, advising us to climb. With the traffic in sight and slightly above us in altitude, we turned slightly left to increase horizontal separation. Communicated with tower that it appeared the cessna was lined up with runway 16L and that we were going back toward runway 17. No response was received immediately from tower, and when we saw a small civil aircraft, type unknown, on a turn to final for runway 17, we elected to climb and fly the missed approach. Apparently the cessna citation was also given a climb/missed approach instructions, as we heard the controller attempting to contact him, with no response heard from the aircraft. Perhaps citation was still on approach frequency or other tower frequency. Rest of flight, vectored around to approach for runway 16R, was uneventful.
