Narrative:

Flying prado 5 departure/thermal transition, switched vors to thermal to intercept trm 263 degree radial to trm. Neither VOR locked on. Unable to alert departure of problem due to congestion on frequency. Switched to INS guidance and started turn towards trm when departure called and told us to level at 13000 ft due to traffic conflict. Stated we were 7 mi south of 263 degree radial. It appeared to us that we were 2-3 mi south of radial. Traffic was in sight. Cleared to climb to FL230. Trm locked on at 15000 ft altitude at 45-50 DME. Problem: no VOR lock-on to follow departure. Frequency congestion. To preclude, could have had one VOR go to seal beach and other to thermal.

TO PRECLUDE, COULD HAVE HAD ONE VOR GO TO SEAL BEACH AND OTHER TO THERMAL.
