Narrative:

While on the ILS runway 12 approach at hts just outside the marker, after checking the WX several times en route and also the ATIS, the WX was being called 10 mi broken, 13 mi overcast, with 1 mi in drizzle and mist. After starting the approach, the controller gave us the WX again along with an RVR of 1600 ft, 2400 ft needed for the approach. This 1 RVR given to us was the first RVR value given to us. We continued the approach picking up the approach lights and the green runway end lights almost 2 mi from the runway. After picking up the airport we told the tower that we had a visual of the runway. We landed uneventfully. Before landing, inside marker, we again requested visibility. Controller said it was 1/2 mi, no RVR value was given. We contended that landing minimum visibility existed and landed.

Title: A CPR HS25 FLC LANDED WITH THE LAST RPTED RVR BELOW THE VALUE REQUIRED. THEY DID NOT RECEIVE AN RVR VALUE IN THE LAST VISIBILITY RPT OR THE ATIS SO THEY USED THE TWR VISIBILITY RPT AS THE BASIS FOR THEIR APCH AND LNDG.

Narrative: WHILE ON THE ILS RWY 12 APCH AT HTS JUST OUTSIDE THE MARKER, AFTER CHKING THE WX SEVERAL TIMES ENRTE AND ALSO THE ATIS, THE WX WAS BEING CALLED 10 MI BROKEN, 13 MI OVCST, WITH 1 MI IN DRIZZLE AND MIST. AFTER STARTING THE APCH, THE CTLR GAVE US THE WX AGAIN ALONG WITH AN RVR OF 1600 FT, 2400 FT NEEDED FOR THE APCH. THIS 1 RVR GIVEN TO US WAS THE FIRST RVR VALUE GIVEN TO US. WE CONTINUED THE APCH PICKING UP THE APCH LIGHTS AND THE GREEN RWY END LIGHTS ALMOST 2 MI FROM THE RWY. AFTER PICKING UP THE ARPT WE TOLD THE TWR THAT WE HAD A VISUAL OF THE RWY. WE LANDED UNEVENTFULLY. BEFORE LNDG, INSIDE MARKER, WE AGAIN REQUESTED VISIBILITY. CTLR SAID IT WAS 1/2 MI, NO RVR VALUE WAS GIVEN. WE CONTENDED THAT LNDG MINIMUM VISIBILITY EXISTED AND LANDED.
