Narrative:

On the jetts departure we were cleared direct stt direct coy, climb maintain 17000 ft. Through 13500 ft we saw 2 F-14's climbing from below us, parallel to us. They turned left and came straight for us at our 2 O'clock position. We got no indication on TCASII so I leveled off at 14000 ft while we watched to see what they would do. Once they saw us they increased their climb and passed over us. We had zero lateral and about 500 ft vertical separation. We told san juan center about the near miss and she said she did not have them on radar, but they had a block altitude starting from FL180. A supervisor then came on and took my particulars as he was going to file a report on the incident.

Title: AN ACR B727 FLC RPT AN ENCOUNTER WITH 2 F14S DURING A SID FROM SJU. THE ARTCC RADAR SUPVR SAID THAT THEY WOULD INVESTIGATE.

Narrative: ON THE JETTS DEP WE WERE CLRED DIRECT STT DIRECT COY, CLB MAINTAIN 17000 FT. THROUGH 13500 FT WE SAW 2 F-14'S CLBING FROM BELOW US, PARALLEL TO US. THEY TURNED L AND CAME STRAIGHT FOR US AT OUR 2 O'CLOCK POS. WE GOT NO INDICATION ON TCASII SO I LEVELED OFF AT 14000 FT WHILE WE WATCHED TO SEE WHAT THEY WOULD DO. ONCE THEY SAW US THEY INCREASED THEIR CLB AND PASSED OVER US. WE HAD ZERO LATERAL AND ABOUT 500 FT VERT SEPARATION. WE TOLD SAN JUAN CTR ABOUT THE NEAR MISS AND SHE SAID SHE DID NOT HAVE THEM ON RADAR, BUT THEY HAD A BLOCK ALT STARTING FROM FL180. A SUPVR THEN CAME ON AND TOOK MY PARTICULARS AS HE WAS GOING TO FILE A RPT ON THE INCIDENT.
