Narrative:

With dfw airport in north flow. EMB120 departed runway 31L with clearance for runway heading to 2000 ft. Upon radar contact clearance was given to climb to 4000 ft. Continued at 4000 ft on runway heading until exiting class B at 23 DME where aircraft was slowed to 200 KIAS (under class B). At approximately 25-26 DME a turn to 020 degrees and climb clearance was received. Dfw TRACON frequency vectors acrs out the bottom of class B where a midair is bound to happen.
