Narrative:

While on vector from palm beach approach, crew was issued a revised routing with clearance direct to a point not already programmed in the FMS. Captain directed first officer to insert a direct-to waypoint (adoor) as aircraft climbed through 9000 ft on way to 10000 ft assigned altitude. Then issued frequency change to ZMA. First officer acknowledged frequency change and began to tune radio. Captain diverted attention to complete FMS programming. Captain heard altitude alerter sound passing 200 ft above assigned altitude. Captain initiated leveloff, ballooning 500-600 ft above assigned altitude. Aircraft leveled off at assigned altitude, checked in with miami, and completed programming and proceeded to point to which cleared. Crews should 1) maintain altitude integrity as #1 priority, 2) route is of secondary importance, and 3) ask for a vector to point cleared. ATC should avoid issuing new clrncs during critical climb/descent profiles. Same is true of issuing frequency changes. The two in combination can overtax even 2 person crews.

Title: FLC OF CITATION 5 BECOMES DISTRACTED AND OVERSHOT ASSIGNED ALT. LEVELS WHEN ALT ALERT ACTIVATES.

Narrative: WHILE ON VECTOR FROM PALM BEACH APCH, CREW WAS ISSUED A REVISED ROUTING WITH CLRNC DIRECT TO A POINT NOT ALREADY PROGRAMMED IN THE FMS. CAPT DIRECTED FO TO INSERT A DIRECT-TO WAYPOINT (ADOOR) AS ACFT CLBED THROUGH 9000 FT ON WAY TO 10000 FT ASSIGNED ALT. THEN ISSUED FREQ CHANGE TO ZMA. FO ACKNOWLEDGED FREQ CHANGE AND BEGAN TO TUNE RADIO. CAPT DIVERTED ATTN TO COMPLETE FMS PROGRAMMING. CAPT HEARD ALT ALERTER SOUND PASSING 200 FT ABOVE ASSIGNED ALT. CAPT INITIATED LEVELOFF, BALLOONING 500-600 FT ABOVE ASSIGNED ALT. ACFT LEVELED OFF AT ASSIGNED ALT, CHKED IN WITH MIAMI, AND COMPLETED PROGRAMMING AND PROCEEDED TO POINT TO WHICH CLRED. CREWS SHOULD 1) MAINTAIN ALT INTEGRITY AS #1 PRIORITY, 2) RTE IS OF SECONDARY IMPORTANCE, AND 3) ASK FOR A VECTOR TO POINT CLRED. ATC SHOULD AVOID ISSUING NEW CLRNCS DURING CRITICAL CLB/DSCNT PROFILES. SAME IS TRUE OF ISSUING FREQ CHANGES. THE TWO IN COMBINATION CAN OVERTAX EVEN 2 PERSON CREWS.
