Narrative:

On an approach into ind we were cleared to 2800 ft localizer only approach to runway 23L. We were established on the localizer and got station passage on the ADF and we started a slow descent. Going through about 2600 ft approach control said check altitude, you should be at 2800 ft. We climbed back to 2800 ft and about that time the OM lit up. So we started the aircraft back down. We were VFR at all times. When we landed we told the control we had had trouble with the ADF.
