Narrative:

Miscom on landing rights in bahamas at andros. I was with ZMA and their land line to nassau. On IFR flight plan after official sunset, I was informed that nassau aviation director had not been notified of my landing request at andros and I should land at nassau. I advised ZMA that I did have permission to land after dark, in fact I was on telephone in plane confirming that runway lights had been turned on per request. Reply from customs official was lights are on and that officials had been notified -- otherwise lights would not be turned on unless emergency existed. I talked to nassau on phone after clearing passenger and plane through andros customs. Nassau said I was in violation by emergency IFR at night in bahamas and landing VFR without ok by nassau official? Callback conversation with reporter revealed the following information: reporter states that he wrote to the civil aviation department at nassau and to the department of tourism and that seems to have satisfied the pwrs that be. The time was dusk and very close to sunset but the auths were aware of the impending landing and were visible to the flight crew with the airport lights activated. Somehow the auths at nassau did not get the notification of the aircraft arrival and felt they were breaching the regulations.

Title: CPR ACFT ATTEMPTING LNDG AT DUSK IN THE BAHAMAS HAD PREVIOUSLY MADE CONTACT WITH CUSTOMS OFFICIALS AT DEST ARPT. NASSAU OFFICIALS INDICATE THEY ARE NOT AWARE OF THE CONTACT AND WANT RPTR TO LAND AT NASSAU. SINCE HE IS DIRECTLY OVER ANDROS ARPT AND CAN SEE THE CUSTOMS OFFICIALS AND THE ARPT LIGHTS ARE ON, HE LANDS AT ANDROS.

Narrative: MISCOM ON LNDG RIGHTS IN BAHAMAS AT ANDROS. I WAS WITH ZMA AND THEIR LAND LINE TO NASSAU. ON IFR FLT PLAN AFTER OFFICIAL SUNSET, I WAS INFORMED THAT NASSAU AVIATION DIRECTOR HAD NOT BEEN NOTIFIED OF MY LNDG REQUEST AT ANDROS AND I SHOULD LAND AT NASSAU. I TALKED TO NASSAU ON PHONE AFTER CLRING PAX AND PLANE THROUGH ANDROS CUSTOMS. NASSAU SAID I WAS IN VIOLATION BY EMER IFR AT NIGHT IN BAHAMAS AND LNDG VFR WITHOUT OK BY NASSAU OFFICIAL? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE WROTE TO THE CIVIL AVIATION DEPT AT NASSAU AND TO THE DEPT OF TOURISM AND THAT SEEMS TO HAVE SATISFIED THE PWRS THAT BE. THE TIME WAS DUSK AND VERY CLOSE TO SUNSET BUT THE AUTHS WERE AWARE OF THE IMPENDING LNDG AND WERE VISIBLE TO THE FLC WITH THE ARPT LIGHTS ACTIVATED. SOMEHOW THE AUTHS AT NASSAU DID NOT GET THE NOTIFICATION OF THE ACFT ARR AND FELT THEY WERE BREACHING THE REGS.
