Narrative:

We were on final approach runway 23L at rdu. Level 3000 ft and 180 KTS with runway in sight and cleared for a visual approach runway 23L. Approximately 7-8 mi from airport. No aircraft was called by ATC. No TCASII alert. ATC did not have him on their radar (transponder primary). They only saw him (primary target) after we called him going by. A C150 came from right to left. I saw him first at the right side of the captain forward windshield. He or she stayed on the forward windshield about 1 to 1 1/2 seconds. Vertical separation was approximately zero ft. Horizontal separation was approximately 200 ft. No evasive maneuvers were taken nor was there time to maneuver. The C150 was inside class C with no communication, no altitude report, and no transponder.

I SAW HIM FIRST AT THE R SIDE OF THE CAPT FORWARD WINDSHIELD. HE OR SHE STAYED ON THE FORWARD WINDSHIELD ABOUT 1 TO 1 1/2 SECONDS. VERT SEPARATION WAS APPROX ZERO FT. HORIZ SEPARATION WAS APPROX 200 FT. NO EVASIVE MANEUVERS WERE TAKEN NOR WAS THERE TIME TO MANEUVER. THE C150 WAS INSIDE CLASS C WITH NO COM, NO ALT RPT, AND NO XPONDER.
