Narrative:

At approximately XA45L, EDT, ATC's began experiencing ARTS problems. They were, but are not limited to: 1) unable to accept/initiate intrafac handoffs. 2) unable to accept/initiate interfacility handoffs. 3) unable to start/drop tracks. 4) unable to make scratch pad entries, for required coordination. At XB25 EDT, the ARTS scattered and failed. This was unannounced and unplanned. After talking to satcs a and satcs B and the airways facilities technician, it appears that this problem happened before, as a result of the cts list becoming saturated. No one knows why this occurs. Callback conversation with reporter revealed the following information: reporter is unaware of any recent problems as described on the report and does not know if the problem has been corrected. The reporter indicated the problem had been referred to the FAA tech center for investigation.

Title: RPT OF ARTS PROBS WHICH RPTR CLAIMS WERE CAUSED BY AN OVERLOAD OF THE CENTRAL TRACK STORE FUNCTION IN THE ARTS PROGRAM.

Narrative: AT APPROX XA45L, EDT, ATC'S BEGAN EXPERIENCING ARTS PROBS. THEY WERE, BUT ARE NOT LIMITED TO: 1) UNABLE TO ACCEPT/INITIATE INTRAFAC HDOFS. 2) UNABLE TO ACCEPT/INITIATE INTERFAC HDOFS. 3) UNABLE TO START/DROP TRACKS. 4) UNABLE TO MAKE SCRATCH PAD ENTRIES, FOR REQUIRED COORD. AT XB25 EDT, THE ARTS SCATTERED AND FAILED. THIS WAS UNANNOUNCED AND UNPLANNED. AFTER TALKING TO SATCS A AND SATCS B AND THE AIRWAYS FACILITIES TECHNICIAN, IT APPEARS THAT THIS PROB HAPPENED BEFORE, AS A RESULT OF THE CTS LIST BECOMING SATURATED. NO ONE KNOWS WHY THIS OCCURS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR IS UNAWARE OF ANY RECENT PROBS AS DESCRIBED ON THE RPT AND DOES NOT KNOW IF THE PROB HAS BEEN CORRECTED. THE RPTR INDICATED THE PROB HAD BEEN REFERRED TO THE FAA TECH CTR FOR INVESTIGATION.
