Narrative:

Flying challenger CL601/3A aircraft on river visual to runway 18 at dca. Dawn conditions, no sun yet. 500 ft scattered layer. While flying river visual, tower changed our landing runway to runway 21 from runway 18. Aircraft was configured for landing runway 18. Approach briefed for runway 18. Reference speed 132 KTS. Approach phase flown at 142 KTS. When tower changed runway to runway 21 from runway 18, I flew aircraft to repos for runway 21. Aircraft violated restr area encompassing washington monument, white house, and area over vice president's residence. Dawn conditions, poor lighting, and scattered layer at 500 ft limited visibility. Pilot and crew lost sight of river while trying to fly river visual to runway 18. Pilot should not have accepted visual approach and late runway switch causing immediate aircraft safety concerns. I should have said 'unable' when switched from runway 18 to runway 21 on close final. Secret service interviewed us as to reason for 'nipping restr area.' 1 hour interview. Also talked to tower about procedure by telephone after landing. Prohibited areas P56 are names of involved areas. In my opinion, a landing on runway 21 following approach from north off the river visual to runway 18 is unsafe in high speed jet aircraft, especially with late change from the tower. Supplemental information from acn 383223: we strayed into the prohibited areas north of the potomac river. I feel that the captain should not have accepted the clearance to land on runway 21. I also feel the tower is encouraging unsafe arrs and departures when they issue clrncs on such short notice.

IN MY OPINION, A LNDG ON RWY 21 FOLLOWING APCH FROM N OFF THE RIVER VISUAL TO RWY 18 IS UNSAFE IN HIGH SPD JET ACFT, ESPECIALLY WITH LATE CHANGE FROM THE TWR. SUPPLEMENTAL INFO FROM ACN 383223: WE STRAYED INTO THE PROHIBITED AREAS N OF THE POTOMAC RIVER. I FEEL THAT THE CAPT SHOULD NOT HAVE ACCEPTED THE CLRNC TO LAND ON RWY 21. I ALSO FEEL THE TWR IS ENCOURAGING UNSAFE ARRS AND DEPS WHEN THEY ISSUE CLRNCS ON SUCH SHORT NOTICE.
