Narrative:

A QRH (emergency checklist) revision was provided to both crew members on the morning in question to be inserted into the existing QRH that day. On our third leg phx-okc, an FAA inspector boarded the aircraft for an en route inspection for that leg. Above 10000 ft in the climb the first officer began doing his QRH revision (myself captain was flying the aircraft). After reaching cruise and accepting a vector to okc from ZAB I began to do my revision to the QRH as the first officer was completing his. The FAA inspector then objected strongly because both checklists were partially dismantled and our 'heads were down in the cockpit.' I guess we were supposed to be looking for C152's at FL330. I pointed out that if an emergency did arise that we were fully capable of using the checklist even if we were doing a revision to it. After arrival in okc the inspector again voiced his objection to this procedure but he said no violation would be issued.

Title: FLC OF B737-200 TAKES TIME TO INSERT REVISIONS TO QRH WITH FAA INSPECTOR ON BOARD. HE OBJECTS THAT THEY BOTH HAVE HEADS DOWN WHILE ACCOMPLISHING THIS TASK.

Narrative: A QRH (EMER CHKLIST) REVISION WAS PROVIDED TO BOTH CREW MEMBERS ON THE MORNING IN QUESTION TO BE INSERTED INTO THE EXISTING QRH THAT DAY. ON OUR THIRD LEG PHX-OKC, AN FAA INSPECTOR BOARDED THE ACFT FOR AN ENRTE INSPECTION FOR THAT LEG. ABOVE 10000 FT IN THE CLB THE FO BEGAN DOING HIS QRH REVISION (MYSELF CAPT WAS FLYING THE ACFT). AFTER REACHING CRUISE AND ACCEPTING A VECTOR TO OKC FROM ZAB I BEGAN TO DO MY REVISION TO THE QRH AS THE FO WAS COMPLETING HIS. THE FAA INSPECTOR THEN OBJECTED STRONGLY BECAUSE BOTH CHKLISTS WERE PARTIALLY DISMANTLED AND OUR 'HEADS WERE DOWN IN THE COCKPIT.' I GUESS WE WERE SUPPOSED TO BE LOOKING FOR C152'S AT FL330. I POINTED OUT THAT IF AN EMER DID ARISE THAT WE WERE FULLY CAPABLE OF USING THE CHKLIST EVEN IF WE WERE DOING A REVISION TO IT. AFTER ARR IN OKC THE INSPECTOR AGAIN VOICED HIS OBJECTION TO THIS PROC BUT HE SAID NO VIOLATION WOULD BE ISSUED.
