Narrative:

T38 landed following surveillance approach. Not on my frequency but I did issue landing clearance to radar. I thought the T38 would exit at taxiway a. DH8 was ready for departure. Heavy E3 in pattern. T1 on opposite downwind I anticipated the T38 clearing at taxiway a, he didn't. I cleared the DH8 for takeoff while the T38 was still on the runway. The taxiway where I thought the T38 would clear is 9000 ft from the beginning of the runway. The T38 rolled to the end (an additional 4450 ft). The runway is 13501 ft long. Cause: I failed to ensure runway was clear. Extenuating circumstances: (not excuse) T38 hard to see on ground more than 2 mi from tower while looking toward sun.

THE TXWY WHERE I THOUGHT THE T38 WOULD CLR IS 9000 FT FROM THE BEGINNING OF THE RWY. THE T38 ROLLED TO THE END (AN ADDITIONAL 4450 FT). THE RWY IS 13501 FT LONG.
