Narrative:
On air taxi flight (oct/xx/97) from daytona beach, fl, to grove city, PA, my flight plan was filed through commercial services. In using the 'flight planning' selection of communication #1, we are able to determine very accurate information on 'time en route' and 'fuel burn.' then, the flight plan can be filed through commercial services. Upon reaching the airport I checked the WX again for our arrival area (which was clear, visibility unlimited in the entire PA and ny area) but I then discovered that our destination airport did not have AWOS or any other WX reporting. I then decided (in order to be in compliance with far 135 rules) I would change our destination to agc then upon arrival in the pittsburgh area I would get vectors to 29D. Once 29D was sighted, we would then cancel IFR and make a visual approach. The passenger showed up early and in the rush I forgot to make the change on my flight plan.

Title: CAPT OF AN ATX LEARJET FILED IFR TO AN ARPT WITHOUT ANY WX RPTING SYS CONTRARY TO SECTION 135 PT 219 OF THE FARS.
Narrative: ON AIR TAXI FLT (OCT/XX/97) FROM DAYTONA BEACH, FL, TO GROVE CITY, PA, MY FLT PLAN WAS FILED THROUGH COMMERCIAL SVCS. IN USING THE 'FLT PLANNING' SELECTION OF COM #1, WE ARE ABLE TO DETERMINE VERY ACCURATE INFO ON 'TIME ENRTE' AND 'FUEL BURN.' THEN, THE FLT PLAN CAN BE FILED THROUGH COMMERCIAL SVCS. UPON REACHING THE ARPT I CHKED THE WX AGAIN FOR OUR ARR AREA (WHICH WAS CLR, VISIBILITY UNLIMITED IN THE ENTIRE PA AND NY AREA) BUT I THEN DISCOVERED THAT OUR DEST ARPT DID NOT HAVE AWOS OR ANY OTHER WX RPTING. I THEN DECIDED (IN ORDER TO BE IN COMPLIANCE WITH FAR 135 RULES) I WOULD CHANGE OUR DEST TO AGC THEN UPON ARR IN THE PITTSBURGH AREA I WOULD GET VECTORS TO 29D. ONCE 29D WAS SIGHTED, WE WOULD THEN CANCEL IFR AND MAKE A VISUAL APCH. THE PAX SHOWED UP EARLY AND IN THE RUSH I FORGOT TO MAKE THE CHANGE ON MY FLT PLAN.
