Narrative:

I noticed the 2 aircraft in conflict. I descended the F16's to 10000 ft. No answer. I descended the F16's again, at which time I asked them their altitude. The F16's replied leaving 10600 ft for 11000 ft. I then asked the F16's to climb to 17000 ft and expedite. I then asked the BE02 to descend to 10000 ft. I went back to the F16's to say altitude and he reported leaving 13000 ft.
