I was working sectors 23 and 54 combined. Sector very busy, complex traffic, mlt X flight sbound at FL200. Conflict alert activated for faster traffic behind at FL200. Mlt X cleared to FL230. Medium large transport Y northbound at FL210 was traffic. Conflict alert activated too late. Aircraft passed about 3 mi and 200 ft. Medium large transport Y climbed in response to TCASII RA.
