Narrative:

Repositioned T28B, from rfd to isp with a fuel stop at cak on aug/xa/97, VFR conditions at 11500 ft cruising altitude, approximately 3 1/2 hours en route, flight distance approximately 745 NM, with no problems. Some weeks later, the new owner of the aircraft called me and said a local FAA inspector was asking him how the aircraft arrived at isp, as the operating limitations attached to the pink special airworthiness certificate experimental/exhibition, called for a 600 mi radius limit for proficiency flts. I submit this report that this was not a proficiency flight and simply a reposition to the new aircraft home base. No far exists for the definition of delivery to a new home base, the paperwork is too vague and subject to different interps.

Title: PLT OF A NORTH AMERICAN T28 EXCEEDED THE ACFT'S SPECIAL AIRWORTHINESS CERTIFICATE OPERATING LIMITATIONS WHEN DELIVERING THE ACFT TO A NEW OWNER LOCATED BEYOND THE DISTANCE SPECIFIED IN THE OPERATING LIMITATIONS.

Narrative: REPOSITIONED T28B, FROM RFD TO ISP WITH A FUEL STOP AT CAK ON AUG/XA/97, VFR CONDITIONS AT 11500 FT CRUISING ALT, APPROX 3 1/2 HRS ENRTE, FLT DISTANCE APPROX 745 NM, WITH NO PROBS. SOME WEEKS LATER, THE NEW OWNER OF THE ACFT CALLED ME AND SAID A LCL FAA INSPECTOR WAS ASKING HIM HOW THE ACFT ARRIVED AT ISP, AS THE OPERATING LIMITATIONS ATTACHED TO THE PINK SPECIAL AIRWORTHINESS CERTIFICATE EXPERIMENTAL/EXHIBITION, CALLED FOR A 600 MI RADIUS LIMIT FOR PROFICIENCY FLTS. I SUBMIT THIS RPT THAT THIS WAS NOT A PROFICIENCY FLT AND SIMPLY A REPOSITION TO THE NEW ACFT HOME BASE. NO FAR EXISTS FOR THE DEFINITION OF DELIVERY TO A NEW HOME BASE, THE PAPERWORK IS TOO VAGUE AND SUBJECT TO DIFFERENT INTERPS.
