Narrative:

Inbound on the ILS runway 27 ATC requested an airspeed of 170 KTS. About 2 mi from the OM, we started to slow to our approach speed. ATC requested an immediate speed increase to 190 KTS or discontinue the approach. We cleaned up the aircraft and continued the approach and landed normally. ATC was unaware of our slowing (normal operations, configure prior to the marker). With the radio congestion, high traffic workload, we fell back on to procedures we are used to, not maintaining his speed request was to the marker.

ATC WAS UNAWARE OF OUR SLOWING (NORMAL OPS, CONFIGURE PRIOR TO THE MARKER).
