Narrative:

Given pilot's discretion from FL280 to FL240. Was going to start down, changed my mind. Went down 100 ft, then used vsi 250 FPM to climb back to FL280. I thought it would capture FL280 -- it did not. It reached FL285 when I saw the problem and then I rapidly descended to FL240. Will avoid situation in the future, will always ensure altitude capture. No traffic conflict, no ATC communication received regarding altitude bust.
