Narrative:

About 3 mi north of the airport the controller elected to switch our runway to runway 26 and assigned me a heading of 080 degrees. I had reached 3000 ft prior to the heading change. As we approached the departure corridor for runway 32 a king air called approach out of 1500 ft for 3000 ft off runway 32. I anticipated the conflict and began searching for the king air. When the king air appeared in my 2 O'clock position, to avoid a collision, I applied full down elevator which floated everything not secured in the aircraft.

Title: AN ARRIVING PA31 PLT HAS AN NMAC WITH A DEPARTING BE90 WHEN BOTH OF THE ACFT ARE ASSIGNED AN ALT OF 3000 FT AND INTERCEPTING VECTORS.

Narrative: ABOUT 3 MI N OF THE ARPT THE CTLR ELECTED TO SWITCH OUR RWY TO RWY 26 AND ASSIGNED ME A HDG OF 080 DEGS. I HAD REACHED 3000 FT PRIOR TO THE HDG CHANGE. AS WE APCHED THE DEP CORRIDOR FOR RWY 32 A KING AIR CALLED APCH OUT OF 1500 FT FOR 3000 FT OFF RWY 32. I ANTICIPATED THE CONFLICT AND BEGAN SEARCHING FOR THE KING AIR. WHEN THE KING AIR APPEARED IN MY 2 O'CLOCK POS, TO AVOID A COLLISION, I APPLIED FULL DOWN ELEVATOR WHICH FLOATED EVERYTHING NOT SECURED IN THE ACFT.
