Narrative:

Vectored for ILS approach to runway 7 santa barbara. Controller ran us through the localizer. I advised of this event. Controller turned us to reintercept localizer. ILS indicator showed on GS but slightly left of course, '3 degrees.' controller advised too low altitude alert and that we were left of course. 2ND low altitude alert brought on a go around command by controller. We were advised of terrain to our left. 2ND attempt indicator needles centered. ATC advised that we showed 300 ft low on GS. Broke out at 300 ft AGL with runway in proper location with VASI indicating proper approach. I will have instruments inspected. I have not had any reported problems in the past.

WE WERE ADVISED OF TERRAIN TO OUR L. 2ND ATTEMPT INDICATOR NEEDLES CTRED. ATC ADVISED THAT WE SHOWED 300 FT LOW ON GS. BROKE OUT AT 300 FT AGL WITH RWY IN PROPER LOCATION WITH VASI INDICATING PROPER APCH. I WILL HAVE INSTS INSPECTED. I HAVE NOT HAD ANY RPTED PROBS IN THE PAST.
