Narrative:

Inbound to jfk via champ-camrn were given standard clearance to 40 mi southeast of camrn at 14000 ft. We were at FL390 and began a normal descent path to meet this clearance. Passing FL352 ZNY told us to maintain FL350 crossing traffic, our final altitude before correcting reached FL348. Approximately 23 mi out from the original clearance fix we were again given the crossing restr to be at 14000 ft which we refused and were asked what altitude we could achieve by that point -- our reply was FL230 and we were in as great a rate of descent as the aircraft could do when at FL222 we again were told to maintain FL220 and once again our altitude reached FL217 (approximately) our response to the clearance was that we were already through FL220 and were correcting back. We did our best without putting the passenger in unsafe position. The late clrncs were the cause of the problem tonight. Supplemental information from acn 377860: began the descent slightly before necessary to make the descent smooth. Was subsequently given a right 360 degree turn and a clearance to 14000 ft. With the 360 degree turn we crossed 50 mi out of camrn at 14000 ft. ATC seemed slightly miffed that we could not make the descent and crossing restr.

Title: AN ACR B757 FLC RECEIVED SEVERAL CLRNCS THAT WERE LAST MOMENT DECISIONS BY THE ARTCC CTLR AND THEY OVERSHOT THEIR LEVELOFF ALTS ATTEMPTING TO COMPLY. LATER, THEY REFUSED A XING RESTR THAT WAS IMPOSSIBLE TO COMPLY WITH AND THE CTLR USED A 360 DEG TURN TO DSND THEM.
