Narrative:

Practicing touch and goes at sfo in a PA44. After approximately 5 mins, my student on takeoff, put flaps to zero, gear handle up, and full power. The airplane dipped to left, hit propeller. I took yoke and rolled airplane right. Got aircraft airborne, checked gear, 3 green lights, no red, 1 in mirror, reduced throttle and landed safely. Pulled off runway. I contacted tower. Propeller damage but no wing damage or gear damage occurred. Cause of problem: student must have got confused with go around procedure, flaps, gear, etc. Solution: slow down, put hand on item. Flaps: then call out, flaps zero. Gear: callout, then gear up. Student was very experienced, 2500 hours (60 multi). He is an MEL also. He hasn't flown in 2 yrs except for receiving his float rating 3 months ago. He had 2 C152 flts, 2 frasca 141 simulator flts, and this was his 2ND PA44 flight in the preceding week. Student doesn't know why he did it, but admits he did it.

Title: PLT TRAINEE OF A PIPER TWIN, PA44, PREMATURELY RAISED THE LNDG GEAR ON A TOUCH AND GO TKOF, CAUSING A PROP STRIKE. THE SAFETY PLT INSTRUCTOR THEN TOOK CTL OF THE ACFT AND BECAME AIRBORNE AND THEN LANDED SUCCESSFULLY ON THE REMAINING RWY WITH ALL 3 GEAR IN THE DOWN POS.
