Narrative:

B757 departed dtw climbing to 13000 ft. E120 was en route at 14000 ft. E120 issued traffic 12 O'clock, 1 mi. B757 issued traffic 6 O'clock, 2 mi. E120 reports B757 in sight. Radar controller asked if E120 could maintain visual separation, answered affirmative. B757 told traffic had him in sight and would maintain visual separation then given a climb clearance to FL230. Because of a local restr applying visual separation to B757'2. The B757 was reclred to maintain 13000 ft. The B757 went through 13400 ft before returning to 13000 ft. The error occurred when the radar controller failed to clear the E120 to maintain visual separation.

BECAUSE OF A LCL RESTR APPLYING VISUAL SEPARATION TO B757'2. THE B757 WAS RECLRED TO MAINTAIN 13000 FT. THE B757 WENT THROUGH 13400 FT BEFORE RETURNING TO 13000 FT. THE ERROR OCCURRED WHEN THE RADAR CTLR FAILED TO CLR THE E120 TO MAINTAIN VISUAL SEPARATION.
