Narrative:

T34 was instructed by pns TRACON to contact pns tower approximately 7 mi north of pns airport on final to runway 17. When the T34 was approximately 3 mi on final, I attempted to establish communications but he was not on tower frequency. I transmitted on 243.0 (guard) for the T34 to contact pns tower on 257.8. The T34 called pns tower on approximately a 2 mi final. A government manager for pns as well as the chief of military training in corpus christi, tx, have been notified of the military training squadron's failures to contact the pns tower when instructed to do so by pns approach. FAA navlo has also been notified but the problem still exists. No one within the FAA hub or military training command is properly addressing this issue.

A GOV MGR FOR PNS AS WELL AS THE CHIEF OF MIL TRAINING IN CORPUS CHRISTI, TX, HAVE BEEN NOTIFIED OF THE MIL TRAINING SQUADRON'S FAILURES TO CONTACT THE PNS TWR WHEN INSTRUCTED TO DO SO BY PNS APCH. FAA NAVLO HAS ALSO BEEN NOTIFIED BUT THE PROB STILL EXISTS. NO ONE WITHIN THE FAA HUB OR MIL TRAINING COMMAND IS PROPERLY ADDRESSING THIS ISSUE.
