Narrative:

A twin otter departed runway 2 on a VFR flight to hana airport. Departure procedures given were to remain offshore, follow shoreline at 1500 ft. After a normal departure aircraft #1 was turned over to departure control for identify and class C service. Subsequently, aircraft #1 reversed course due to encountering clouds and rainshowers without saying anything to the departure controller. Aircraft #2 departed runway 2 with a heading of 360 degrees as per maui 4 departure. The departure controller called maui. Tower and said that aircraft #1 had reversed on his own without telling the controller and the controller asked if there were any departures, tower said aircraft #2 had just departed and for aircraft #1 to remain east of the departure corridor. Departure controller acknowledged. Tower cabin attendant coordinator advised local control of the situation. Local controller advised aircraft #2 of the traffic and assigned a turn to 300 degrees to turn away from aircraft #1. Aircraft #1 did not appear to turn away from the departure corridor. Targets were at 1/4 mi with aircraft #1 at 600 ft and aircraft #2 at 400 ft. Targets merged. The next radar sweep had targets passed with aircraft #1 at 600 ft and aircraft #2 at 1100 ft. Aircraft #2 was advised he was past the traffic and advised to contact departure control. The pilot 'rogered' tersely. Subsequently the departure controller coordinated that aircraft #1 wanted to orbit inland and wait for the rainshower to pass. Tower got communications and assigned VFR holding over a visual reporting point at 1000 ft. Aircraft #1 continued to fly past the point and climb to 2500 ft. A clearance was then coordinated with the appropriate approach control sector.

TWR AND SAID THAT ACFT #1 HAD REVERSED ON HIS OWN WITHOUT TELLING THE CTLR AND THE CTLR ASKED IF THERE WERE ANY DEPS, TWR SAID ACFT #2 HAD JUST DEPARTED AND FOR ACFT #1 TO REMAIN E OF THE DEP CORRIDOR. DEP CTLR ACKNOWLEDGED. TWR CAB COORDINATOR ADVISED LCL CTL OF THE SIT. LCL CTLR ADVISED ACFT #2 OF THE TFC AND ASSIGNED A TURN TO 300 DEGS TO TURN AWAY FROM ACFT #1. ACFT #1 DID NOT APPEAR TO TURN AWAY FROM THE DEP CORRIDOR. TARGETS WERE AT 1/4 MI WITH ACFT #1 AT 600 FT AND ACFT #2 AT 400 FT. TARGETS MERGED. THE NEXT RADAR SWEEP HAD TARGETS PASSED WITH ACFT #1 AT 600 FT AND ACFT #2 AT 1100 FT. ACFT #2 WAS ADVISED HE WAS PAST THE TFC AND ADVISED TO CONTACT DEP CTL. THE PLT 'ROGERED' TERSELY. SUBSEQUENTLY THE DEP CTLR COORDINATED THAT ACFT #1 WANTED TO ORBIT INLAND AND WAIT FOR THE RAINSHOWER TO PASS. TWR GOT COMS AND ASSIGNED VFR HOLDING OVER A VISUAL RPTING POINT AT 1000 FT. ACFT #1 CONTINUED TO FLY PAST THE POINT AND CLB TO 2500 FT. A CLRNC WAS THEN COORDINATED WITH THE APPROPRIATE APCH CTL SECTOR.
