Narrative:

Jul/xx/97, XA20, elmira corning regional airport, while rolling out of a landing on runway 28 and approaching the intersection of runway 28 and runway 6, the captain noticed an EMB110 embraerer bandit transitioning into a flare for landing on runway 6 and was able to get our aircraft to a stop before the intersection hold line on runway 28. Throughout the approach and landing we were never told of this aircraft's whereabouts. The local controller asked us if we could hold short of runway 6 about the same time we came to a stop. Always looking to clear before crossing any runway absolutely prevented a disaster and the captain should have been thanked by the local controller. But, instead, he was chastised over the frequency for asking for a phone number to the facility -- being told harshly the number was in our company operations in the terminal. We were never advised to a land and hold short possibility and would not have accepted per our company operations specifications. Being asked to hold short on a landing rollout with traffic in so close to landing as it was did not display good judgement on the part of the controller when speed adjustments were never asked for or a go around was not instructed to the EMB110. We had right-of-way due to runway 28 being used without a land and hold short instruction from the tower. To ask us to hold short and not instruct the bandit to go around and not properly space these 2 aircraft was not good judgement on the part of the controller.

Title: A COMMUTER ACFT TOUCHING DOWN ON RWY 28 OBSERVES ANOTHER ACFT LNDG ON AN INTERSECTING RWY AND STOPS SHORT. THERE WERE NO ATC INSTRUCTIONS GIVEN PRIOR TO LNDG ABOUT THE CONFLICTING TFC ON THE CONVERGING RWY. THE RPTR WAS ASKED BY THE CTLR IF THEY COULD HOLD SHORT OF THE RWY AT THE SAME TIME THEY WERE COMING TO A STOP.

ALWAYS LOOKING TO CLR BEFORE XING ANY RWY ABSOLUTELY PREVENTED A DISASTER AND THE CAPT SHOULD HAVE BEEN THANKED BY THE LCL CTLR. WE HAD RIGHT-OF-WAY DUE TO RWY 28 BEING USED WITHOUT A LAND AND HOLD SHORT INSTRUCTION FROM THE TWR. TO ASK US TO HOLD SHORT AND NOT INSTRUCT THE BANDIT TO GAR AND NOT PROPERLY SPACE THESE 2 ACFT WAS NOT GOOD JUDGEMENT ON THE PART OF THE CTLR.
