Narrative:

The PNF heard heading assigned as 020 degrees. I heard, on course (approximately 350 degrees). Before we could get verification of correct clearance ATC called to ask and told us we were incorrect. Corrected heading. From now on we will set omni bearing selector to takeoff or initial climb heading and verify departure headings. ATC had mentioned on course heading but did not actually clear us on course. Congested frequency always a continuous problem prevented third source verification.
