Narrative:

The pazt had just come off a low approach at pbi assigned 2000 ft on a 270 degree heading for another approach. WX cells were building in the area and were present on radar. Pazt says 'approach did you see that traffic we just missed?' I noticed a primary target just behind him and advised him so. I had not previously seen the traffic. This was directly over 'FD38' wellington strip, an uncontrolled grass strip. The pilot was shook-up and elected to discontinue with approachs and go VFR to phk. 'FD38' is depicted on the video map. Pilot advised he had to take evasive action to avoid the unknown traffic. Supervisor was notified.
