Narrative:

Center busy, cleared us for an approach on a 5 mi final, also cleared us off frequency. Already established on ILS runway 18 into pib. We were behind the ball. Got gear and flaps out, ran checklist. By that time we noticed that an aircraft had taxied out for departure on runway 18 and that we had not put the correct unicom frequency in #2. We called on short final, other aircraft had rotated and 30 seconds behind the MU2 we touched down on runway 18 with safe separation from the departing MU2. Met with MU2 pilot, and he, although only seeing us on the runway after he turned after departure, called it a near miss.

Title: LTT COMMUTER ON ILS APCH IS CLRED TO CHANGE FREQ TO CTAF AT NON TWR ARPT. THEY USE WRONG FREQ WHEN COM AND AN MU2 ACFT TAXIES INTO POS ON SAME RWY. THE MU2 FLC THOUGHT THE SIT WAS TOO CLOSE, BUT RPTR FLC DID NOT. THEY COMMUNICATED AND DISCUSSED THE SIT.

BY THAT TIME WE NOTICED THAT AN ACFT HAD TAXIED OUT FOR DEP ON RWY 18 AND THAT WE HAD NOT PUT THE CORRECT UNICOM FREQ IN #2. WE CALLED ON SHORT FINAL, OTHER ACFT HAD ROTATED AND 30 SECONDS BEHIND THE MU2 WE TOUCHED DOWN ON RWY 18 WITH SAFE SEPARATION FROM THE DEPARTING MU2. MET WITH MU2 PLT, AND HE, ALTHOUGH ONLY SEEING US ON THE RWY AFTER HE TURNED AFTER DEP, CALLED IT A NEAR MISS.
