Narrative:

While making an lda runway 18 approach to dca with GS the first officer was flying the aircraft. WX was marginal IFR-VFR. Very hazy with low visibility. On approach there was only ground contact below the airplane. When we broke out the ILS was centered which puts the river off the left of the aircraft. The first officer delayed his left turn slightly which put us near the crystal city buildings. When I noticed his error we immediately corrected back over the river and proceeded normally down the river to turn right into runway 18 at dca. At no time did we endanger anyone or anything. The tower made no comment on landing. I believe the first officer mistakenly saw runway 15 instead of runway 18 and assumed that was the landing runway which it was not. In any event we turned left back over the potomac and continued normally to dca runway 18. All corrections were made at or above da/MDA.

Title: DC9-30 FLC IN MARGINAL CONDITIONS BREAKS OUT ON ILS BUT NOT OVER THE RIVER. FO IS SLOW TO CORRECT BACK TO THE RIVER APCH. POSSIBLE MISTAKE OF RWY WITH WHICH THEY ARE ALIGNED.

Narrative: WHILE MAKING AN LDA RWY 18 APCH TO DCA WITH GS THE FO WAS FLYING THE ACFT. WX WAS MARGINAL IFR-VFR. VERY HAZY WITH LOW VISIBILITY. ON APCH THERE WAS ONLY GND CONTACT BELOW THE AIRPLANE. WHEN WE BROKE OUT THE ILS WAS CTRED WHICH PUTS THE RIVER OFF THE L OF THE ACFT. THE FO DELAYED HIS L TURN SLIGHTLY WHICH PUT US NEAR THE CRYSTAL CITY BUILDINGS. WHEN I NOTICED HIS ERROR WE IMMEDIATELY CORRECTED BACK OVER THE RIVER AND PROCEEDED NORMALLY DOWN THE RIVER TO TURN R INTO RWY 18 AT DCA. AT NO TIME DID WE ENDANGER ANYONE OR ANYTHING. THE TWR MADE NO COMMENT ON LNDG. I BELIEVE THE FO MISTAKENLY SAW RWY 15 INSTEAD OF RWY 18 AND ASSUMED THAT WAS THE LNDG RWY WHICH IT WAS NOT. IN ANY EVENT WE TURNED L BACK OVER THE POTOMAC AND CONTINUED NORMALLY TO DCA RWY 18. ALL CORRECTIONS WERE MADE AT OR ABOVE DA/MDA.
