Narrative:
Having turned back to return to mia international, both kingston center and havana radio coordinated to give us an option of FL260 or FL280, and a return via direct simones. Once established direct simones and FL280, I witnessed the close passing, opposite direction, 3 engine, red, white, blue transport aircraft streaking past. I feel TCASII would have been helpful.

Title: AN ACR DC8 FREIGHTER FLC HAD A CLOSE ENCOUNTER WITH ANOTHER ACR AT APPROX THE SAME ALT DURING A RETURN TO MIA.
Narrative: HAVING TURNED BACK TO RETURN TO MIA INTL, BOTH KINGSTON CTR AND HAVANA RADIO COORDINATED TO GIVE US AN OPTION OF FL260 OR FL280, AND A RETURN VIA DIRECT SIMONES. ONCE ESTABLISHED DIRECT SIMONES AND FL280, I WITNESSED THE CLOSE PASSING, OPPOSITE DIRECTION, 3 ENG, RED, WHITE, BLUE TRANSPORT ACFT STREAKING PAST. I FEEL TCASII WOULD HAVE BEEN HELPFUL.
