Narrative:

Departed sns airport after doing one practice approach/taxi back. Approached hollister from southwest at initial altitude of 3200 ft (for crossing gabilan range). Descended to 1500 ft until approximately 7 mi southwest of hollister airport. Never came within 3 mi of hollister airport. Transmitted over tres pinos (approximately 5 mi of hollister airport) toward downtown hollister airport at 1500 ft. Before arriving at downtown called hollister CTAF (123.0) and stated 'cessna over hollister downtown returning direct sns.' I had to wait for several moments because a baron and another aircraft were circling for landing. Before beginning descent into hollister turned on all landing/navigation/flashers lights. After departing downtown on a ssw heading and climbing gradually a piper or tampico (red stripes over white) passed right to left and perhaps 200 ft higher in front of my plane. This aircraft wasn't on the CTAF, didn't have any flashing lights and appeared to be descending and in a slight l-hand bank (apparently to observe the special event in downtown hollister). I should have been expecting other traffic and the other aircraft should have been talking on the CTAF and also looking for traffic.

Title: NMAC BTWN 2 SMA WHILE ON A SIGHTSEEING OP NEAR WATSONVILLE, CA, WHERE A SPECIAL EVENT WAS IN PROGRESS. BOTH PLTS WERE VIEWING THIS BUT ONLY ONE, THE RPTR, USED HIS VHF AND EXTERIOR LIGHTING.

DSNDED TO 1500 FT UNTIL APPROX 7 MI SW OF HOLLISTER ARPT. NEVER CAME WITHIN 3 MI OF HOLLISTER ARPT. XMITTED OVER TRES PINOS (APPROX 5 MI OF HOLLISTER ARPT) TOWARD DOWNTOWN HOLLISTER ARPT AT 1500 FT. BEFORE ARRIVING AT DOWNTOWN CALLED HOLLISTER CTAF (123.0) AND STATED 'CESSNA OVER HOLLISTER DOWNTOWN RETURNING DIRECT SNS.' I HAD TO WAIT FOR SEVERAL MOMENTS BECAUSE A BARON AND ANOTHER ACFT WERE CIRCLING FOR LNDG. BEFORE BEGINNING DSCNT INTO HOLLISTER TURNED ON ALL LNDG/NAV/FLASHERS LIGHTS. I SHOULD HAVE BEEN EXPECTING OTHER TFC AND THE OTHER ACFT SHOULD HAVE BEEN TALKING ON THE CTAF AND ALSO LOOKING FOR TFC.
