Narrative:

We have a taxiway at beverly ATCT, beverly, ma, taxiway B. There is a portion of the taxiway that is not usable from the tower. This portion was recently changed to a non movement area designation. This creates a hazard to safety because we never know if anyone is on it when we taxi aircraft to and from the runway. There are no markings which designate this a non movement area. Sometimes cars and tows from the FBO's shoot out onto this taxiway and we can't see them and we can't advise the pilots. There is no control.

Title: RPTR SIT: A PORTION OF A TXWY HAS BEEN DESIGNATED AS A NON MOVEMENT AREA. RPTR STATED THE AREA IS NOT VISIBLE FROM THE TWR AND THAT THIS IS A HAZARD AS THEY CANNOT ADVISE THE PLTS OF CARS OR TOWS USING THE TXWY.

THIS CREATES A HAZARD TO SAFETY BECAUSE WE NEVER KNOW IF ANYONE IS ON IT WHEN WE TAXI ACFT TO AND FROM THE RWY. THERE ARE NO MARKINGS WHICH DESIGNATE THIS A NON MOVEMENT AREA. SOMETIMES CARS AND TOWS FROM THE FBO'S SHOOT OUT ONTO THIS TXWY AND WE CAN'T SEE THEM AND WE CAN'T ADVISE THE PLTS. THERE IS NO CTL.
