Narrative:

Air carrier X checked in at 10000 ft. I called traffic at 2 O'clock position 3 NM, 9300 ft and appearing to be climbing. Air carrier X called the traffic in sight. A short time later air carrier X made an evasive maneuver to avoid the aircraft which had turned and crossed his bow. Air carrier X climbed into the center's airspace and I coordinated a pointout with ZBW.

Title: AN IFR DH8 AT 10000 FT IN VMC CONDITIONS WAS ISSUED UNKNOWN TFC AT 9300 FT 3 MI AWAY AND CLBING. THE DH8 RPTED TFC IN SIGHT. SHORTLY THEREAFTER, THE CTLR OBSERVED THE DH8 TAKE EVASIVE ACTION TO AVOID THE UNKNOWN ACFT.

A SHORT TIME LATER ACR X MADE AN EVASIVE MANEUVER TO AVOID THE ACFT WHICH HAD TURNED AND CROSSED HIS BOW. ACR X CLBED INTO THE CTR'S AIRSPACE AND I COORDINATED A POINTOUT WITH ZBW.
