Narrative:

Speed jumps/speed changes, track jumps, unknown targets -- all a part of the radar display mosaic at ZDV, area 2, sectors 17 and 18. We in area 2 have filed numerous NAS action requests since mar/xa/96 on this problem, plus 2 more during the last month which have not been answered yet. See attached NAS action request response given mar/xa/97. It states the problem was fixed with the +3 acp offset from true north at the north platte radar site. During the last month we have encountered numerous problems with speed jumps and track jumps. I have recorded up to 400 KT speed jumps. I also possess documentation of these occurrences. I contend that this is still a known and chronic problem that has not been properly addressed by the FAA. The radar display at sectors 17 and 18 is unreliable and unsafe. Callback conversation with reporter revealed the following information: reporter stated there have been no changes to the problem. A ucr has been filed. Reporter indicated that his and other supervisors as well as other operational personnel support the ucr. Reporter alleges that the airways facilities technician responsible for responding to the NAS action requests says the problem was fixed with the acp change at the north platte radar site. Reporter says they documented over 200 speed jumps and track changes. Reporter gave an example of a situation that occurred in which the leading target of 2 aircraft in trail actually backed up toward the trailing aircraft. Reporter indicated that he is guessing at target position and speed because there are so many speed and target jumps.

RPTR ALLEGES THAT THE AIRWAYS FACILITIES TECHNICIAN RESPONSIBLE FOR RESPONDING TO THE NAS ACTION REQUESTS SAYS THE PROB WAS FIXED WITH THE ACP CHANGE AT THE NORTH PLATTE RADAR SITE. RPTR SAYS THEY DOCUMENTED OVER 200 SPD JUMPS AND TRACK CHANGES. RPTR GAVE AN EXAMPLE OF A SIT THAT OCCURRED IN WHICH THE LEADING TARGET OF 2 ACFT IN TRAIL ACTUALLY BACKED UP TOWARD THE TRAILING ACFT. RPTR INDICATED THAT HE IS GUESSING AT TARGET POS AND SPD BECAUSE THERE ARE SO MANY SPD AND TARGET JUMPS.
