Narrative:

ZJX extremely busy. Heading given into direction of level 3+ storm cell and on-coming traffic. Stormscope (WX-1000+) and radar (rdr 2000) was warning of level 3+ storm cell and TCASII was indicating head-on traffic near same location and altitude. Heading direction was refused twice with reasons. I canceled IFR (in VFR conditions outside of storm cell) and flew VFR at assigned altitude of 9500 ft around storm cell, reacquired IFR flight plan on other side of storm cell and flew rest of flight uneventfully. ZJX apparently could not see what I saw on my stormscope, radar and TCASII. ZJX needs better equipment. ZJX personnel were very professional throughout the event.

Title: A CPR FLC IN AN SMT CANCEL THEIR IFR CLRNC TO MANEUVER AROUND A TSTM AND OTHER TFC. AFTER CLRING THESE OBSTACLES THE FLC RE-FILED THEIR IFR CLRNC AND CONTINUED TO THEIR DEST.

I CANCELED IFR (IN VFR CONDITIONS OUTSIDE OF STORM CELL) AND FLEW VFR AT ASSIGNED ALT OF 9500 FT AROUND STORM CELL, REACQUIRED IFR FLT PLAN ON OTHER SIDE OF STORM CELL AND FLEW REST OF FLT UNEVENTFULLY. ZJX APPARENTLY COULD NOT SEE WHAT I SAW ON MY STORMSCOPE, RADAR AND TCASII. ZJX NEEDS BETTER EQUIP. ZJX PERSONNEL WERE VERY PROFESSIONAL THROUGHOUT THE EVENT.
