Narrative:
Due to the 'high' wing design of the cessna, the C5 was not seen until it turned to my 2 O'clock while in a descent. The controller did not advise me of the traffic.

Title: C150 ACFT IN CRUISE WITH NO FLT PLAN HAD NMAC WITH MIL CARGO C5 WHICH WAS ON APCH TO LNDG.
Narrative: DUE TO THE 'HIGH' WING DESIGN OF THE CESSNA, THE C5 WAS NOT SEEN UNTIL IT TURNED TO MY 2 O'CLOCK WHILE IN A DSCNT. THE CTLR DID NOT ADVISE ME OF THE TFC.
