Narrative:

On jun/xx/97 aircraft was docked for c-chk in the hangar on my shift. After docking and shoring the aircraft, I checked to see what areas of the primary inspection had been complied with and began to evaluate non routines. When I asked if there were any nr's written in the east&east compartment which had been inspected already, I was told they were being held for another shift and also I need not involve myself in this area. This got my attention so I went in to have a look around. One area, the floor beam at fuselage station 133, was corroded over the floorbeam upper cap, through the subfloor and into the captain's inboard seat track. This was written up on a job card. The next day I checked the area again and a scab patch had been installed over the damage. It extends to the floor beam and does not address the floor beam cap or the captain's seat track. That damage was painted and covered. Bolts removed from the seat track were replaced with cherry-maximum blind fasteners. Aside from all this, non routine write-ups were signed off. This section is for damage classification. It does not specify methods of corrosion removal or give any specific repairs. The supervisor, mechanic, and inspector involved are all experienced and are aware of this. I am sure this closed out nr will become part of the aircraft's permanent log. This type of fraud, known as 'pencil whipping,' is rampant at the company.

Title: A DC9-33F WITH EXTENSIVE FORWARD FUSELAGE CORROSION WAS IMPROPERLY REPAIRED AND THE NON ROUTINE WRITE-UPS WERE CLRED USING THE IMPROPER STRUCTURAL REPAIR MANUAL REFS.

THIS GOT MY ATTN SO I WENT IN TO HAVE A LOOK AROUND. THIS TYPE OF FRAUD, KNOWN AS 'PENCIL WHIPPING,' IS RAMPANT AT THE COMPANY.
