Narrative:

During bouno arrival into hpn an altitude deviation occurred, with a failure to meet crossing restr at gweny intersection. Clearance was given to cross dpk VOR at 15000 ft/250 KTS. PF continued towards dpk VOR in descent from 17000-15000 ft at 360 KIAS. At 9 DME a gradual power reduction was made. Crossed dpk at 285 KTS slowing to 265 KTS. Received clearance to cross gweny intersection at 11000 ft then descend and maintain 7000 ft. In the process of not responding to required IAS, the next clearance was received and required a higher than normal rate of descent (3000-4000 FPM) 11000 ft was put in altitude window. In an effort to slow down as required by PNF airbrakes were used. Approaching gweny intersection PF commanded 7000 ft in altitude window, stating 'I don't want to leveloff.' looking at rate of descent versus intersection distance it appeared to PNF that 11000 ft at gweny would be met. PF missed crossing altitude restr at gweny by .08 mi and continued to descend to 7000 ft. ATC responded with 'flight X, clearance was to cross gweny at 11000 ft, then descend to 7000 ft. Cleared allix 'X' descend and maintain 5000 ft.' PF became argumentative stating 'that's not what he said!' remainder of arrival uneventful. Chain of events: PF not familiar with arrival, poor situational awareness, speed versus waypoint/intersection crossing restr. Contributing factors: PF overall lacks experience. Actions: PF was debriefed and arrival procedures reviewed. Also FARS were discussed as to applicability (250 KTS at 15000 ft dpk VOR).
