Narrative:

C550 was on a crossing heading with an MD80. The C550 was assigned 17000 ft, expedite through 10000 ft on a 330 degree heading. The MD80 was on an approximately 360 degree heading, on another frequency, climbing at a comparable rate with the C550. At the point when targets were about to diverge, with the C550 at 6500 ft about 1500 ft above the MD80, the C550 informed me that he was turning east and descending for the traffic. The MD80 below him was the only traffic near him. I asked him if he could turn west instead of east, as the traffic was also turning east. I do not recall if he responded. The radar then indicated that targets merged and altitude information was lost. After the targets crossed, mode C indicated that the C550 was below the MD80.

Title: NMAC PLTDEV LTSS WHEN A CLBING C550 TURNED AND DSNDED THROUGH THE ALT OF AN MD80 WHICH WAS IN A CLB BELOW THE C550. THE RPTED ACTION BY THE C550 FLC WAS DUE TO TFC. RPTR STATED THE ONLY TFC WAS THE MD80 BELOW THE C550. SUSPECT THE C550 GOT A TCASII RA ON THE CLBING MD80 AND RESPONDED TO THE TURN DSND COMMAND.

Narrative: C550 WAS ON A XING HDG WITH AN MD80. THE C550 WAS ASSIGNED 17000 FT, EXPEDITE THROUGH 10000 FT ON A 330 DEG HDG. THE MD80 WAS ON AN APPROX 360 DEG HDG, ON ANOTHER FREQ, CLBING AT A COMPARABLE RATE WITH THE C550. AT THE POINT WHEN TARGETS WERE ABOUT TO DIVERGE, WITH THE C550 AT 6500 FT ABOUT 1500 FT ABOVE THE MD80, THE C550 INFORMED ME THAT HE WAS TURNING E AND DSNDING FOR THE TFC. THE MD80 BELOW HIM WAS THE ONLY TFC NEAR HIM. I ASKED HIM IF HE COULD TURN W INSTEAD OF E, AS THE TFC WAS ALSO TURNING E. I DO NOT RECALL IF HE RESPONDED. THE RADAR THEN INDICATED THAT TARGETS MERGED AND ALT INFO WAS LOST. AFTER THE TARGETS CROSSED, MODE C INDICATED THAT THE C550 WAS BELOW THE MD80.
