Narrative:

We departed dca runway 36 and were instructed to follow the river on departure. We also had the 348 degree radial set in from dca VOR as backup. We followed the river and noticed it was not matching the radial. Controller asked us our position. We said we were on the 348 degree radial. He said, you're supposed to be on the 328 degree radial, and gave us a phone number to call when we got on the ground. We said we were over the river and he responded, 'then that's ok.' other crew member added he should have backed me up, and was not.
