Narrative:

On may/xx/97 aircraft xx went through a transit check in ZZZ. This is a routine overnight check scheduled every 50 flight hours. On this check it is required to ensure that no seals or ties are attached to soft sided pbe units. These units are part of the emergency equipment. I stamped off a block stating no seals were installed. Another mechanic actually had done the physical inspection of the unit and assures me no seals were found. 4 days later aircraft xx underwent an 'H- mod' and seals were noted on the pbe unit, at which time I was issued a letter from my company requiring an explanation. I responded by writing and confirming no seals were noted. I feel I must tell you up until the revision of the transit paperwork these seals were required. The aircraft underwent the same check on the prior day and no seals were noted. We have had flcs in ZZZ call line mechanics to the gate and tell them they must put seals on these units prior to departure because for so long they are used to seeing the seals on the units and unaware of the revision, did this happen to aircraft xx? I don't know, but I do know a change such as this, in my opinion, should have been issued on eo paperwork and not standard check paperwork. This would enable to ensure a placard or stencil on the unit alerting everyone of the change of procedure, there is none on the transit paperwork.

Title: A B737-200 WAS DISPATCHED WITH AN UNMODIFIED AND UNAPPROVED PROTECTIVE BREATHING EQUIP KIT DUE TO RECENT INSTALLATION AND NO JOB CARD CHANGE.

Narrative: ON MAY/XX/97 ACFT XX WENT THROUGH A TRANSIT CHK IN ZZZ. THIS IS A ROUTINE OVERNIGHT CHK SCHEDULED EVERY 50 FLT HRS. WE HAVE HAD FLCS IN ZZZ CALL LINE MECHS TO THE GATE AND TELL THEM THEY MUST PUT SEALS ON THESE UNITS PRIOR TO DEP BECAUSE FOR SO LONG THEY ARE USED TO SEEING THE SEALS ON THE UNITS AND UNAWARE OF THE REVISION, DID THIS HAPPEN TO ACFT XX? I DON'T KNOW, BUT I DO KNOW A CHANGE SUCH AS THIS, IN MY OPINION, SHOULD HAVE BEEN ISSUED ON EO PAPERWORK AND NOT STANDARD CHK PAPERWORK. THIS WOULD ENABLE TO ENSURE A PLACARD OR STENCIL ON THE UNIT ALERTING EVERYONE OF THE CHANGE OF PROC, THERE IS NONE ON THE TRANSIT PAPERWORK.
