Narrative:

While on VOR/DME 17 at gck, an airport vehicle reported driving onto the runway. I reported my position and intentions on unicom frequency. Got a visual on airport approximately 1 1/2 mi north of runway and had landing lights down and on and full flaps. I saw vehicle and tried to radio him with no success. Aircraft slowed down quite a bit (C414A) as I was distraction by the vehicle. Initiated a missed approach and returned to center frequency and had to shoot another approach to landing. Vehicle radio was not receiving, only transmitting. Vehicle was using hand-held radio and had not radio checked it prior to entering the runway.
